This presentation addresses the question of how we develop public policies to improve energy efficiency while protecting and enhancing tenant rights. Improving the energy efficiency in rental units is a policy goal beset by tensions and fears of unintended consequences.  We will highlight how potential problems or perceived trade-offs between efficient buildings and tenant rights can be avoided by constructing more comprehensive and compatible combinations of policies. Using scenarios, we will illustrate how tenant rights and energy efficiency policies can be “mixed up” to achieve both secure housing and efficient buildings. This presentation will conclude with a “tenant bill of rights” for housing in a net-zero future.
